The Ministry of Human Resources and Emiratisation (MOHRE) has issued a strong warning to employers and private sector businesses about hiring individuals without valid domestic worker permits UAE. This includes both trial periods and domestic workers.
MOHRE has stated that any worker with a valid permit from the Ministry is entitled to full protection under UAE labor laws. Hiring workers without the proper permits directly violates the UAE Labour Relations Law.
MOHRE regularly conducts joint inspections alongside the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP). These inspections aim to detect and address illegal employment practices across the country. Employers caught hiring undocumented workers face immediate penalties. These penalties may include suspension of labor files and restrictions on obtaining new domestic worker permits. In addition, legal and financial consequences may follow, including referral to Public Prosecution.
These actions align with Federal Decree-Law No. 9 of 2022, which prohibits the employment of domestic workers without valid permits. The law also makes it illegal for workers to work for multiple employers without proper authorization. Violators may face severe penalties, including fines ranging from Dh200,000 to Dh1 million and possible imprisonment.
Hiring Domestic Workers Through Licensed Agencies
MOHRE has emphasized the importance of hiring domestic workers through licensed recruitment agencies that are verified by official channels. This ensures compliance with regulations and quality service for both Emirati and expatriate households. It also helps prevent illegal employment practices and guarantees that domestic worker permits UAE are properly issued.
Recent legislative changes have introduced longer probation periods for domestic workers. New rules also require recruitment agencies to provide mandatory financial guarantees and clear refund policies for recruitment and employment fees under specific circumstances. MOHRE continues to enforce these regulations to protect workers’ rights and maintain high standards in the domestic worker permits UAE labor market.
